@StefanEJones Civilians don't know how military training calendars work. Sites and equipment for specific types of training- even going to the rifle range- have to be reserved months in advance. Losing that training time for standing around in the strret impairs unit readiness.

@cstross I'm well aware of all the social & financial factors lowering birth rates around the world. But I also think a significant number of young people feel the world was a better place when there were "only" 3 billion of us.
