Here in Minneapolis it’s been widespread common knowledge that ICE agents are getting paid per head they bring in, no matter how incorrectly, no matter the actual immigration status of the person they kidnapped, no matter how carelessly or violently they do it.
It’s nice to see this confirmed in print.

You might have said that it doesn't matter who ICE goons detain, they get a bonus for each head, whether it's from a peacenik, citizen, legal observer, EMT, Green Card holder, immigrant worker, mayor, congresscritter, or drug lord.
It's all the same to an ICE goon who gets a bonus per head, as if the people they detained were American buffalo or Native Americans c. 1860.
