If you develop for #linux please make offline installation possible, for people in countries with restricted internet.On a Debian system you can move .deb package archives on to the machine and install with
dpkg -i filename.deb
It'll likely want you to go sneakering to get more .deb files of forgotten dependencies.

I don't know about other systems.
