They point out that there's currently a winter storm and that there's demonstrations, and they advise "Verhalten Sie sich ruhig und folgen Sie den Anweisungen der Behörden und lokalen Sicherheitskräfte." So basically "behave and follow the instructions of the local autorities and emergency services".
